What the heck has Sweeney been up to?

Donny boy has had all off-season, plenty of cap space and a lot of UFA talent and he has done NOTHING!!!
WTF am I missing...??? Is it just betting on prospects to add to the core 6 up front and spraying and praying? We've done nothing to the core D, which is still a problem and are basically betting on Swayman 100% now with Ully gone.
Seems to me he has gone from a re-tool to a rebuild at this point unwilling to give up picks.
